Fred Kyagulanyi and James Sendikwanawa used to get up in the dark to dump bags of rubbish in Kampala's suburbs. Trying not to be spotted, they would sneak past the houses of sleeping neighbours and throw the bags on to the roadside or toss them in drains.

"We would wait several days until we had many bags and then make a trip," Kyagulanyi says. "We were embarrassed, even if nobody was watching us at the time."

Without a proper waste collection and management system, such nocturnal enterprises are not unusual in Uganda. These days, however, the two men turn rubbish into fuel. The friends have honed a technique to produce what Kyagulanyi calls "non-fossil fuel", made from refuse such as plastic bottles, polythene bags and organic waste.Read More

While campaigning in West Nile last week, NRM president candidate Yoweri Museveni said he was convinced the people in the sub-region would vote him in 2011 unlike before. The NRM has put a lot of emphasis on capturing the northern region where the opposition has been defeating President Museveni.


The NRM government has given out new districts, given donations to cultural leaders, and compensated former soldiers in the area in a bid to win the people’s support.
The FDC vice president for Northern Uganda Prof. Ogenga Latigo remains defiant. He says all this is wasted energy that will not swing the local people’s support to the NRM.
“We don’t like being bribed,” Latigo says referring to people of northern Uganda. He says they don’t vote personalities but honesty, freedom and fair play values which NRM has failed to show. He said that they vote FDC’s Dr Kizza Besigye, even when he is from the same western region like Museveni, because they believe he represents their aspirations.Read More

Uganda oil refinery to hurt Kenya’s earnings

Uganda will start building its own oil refinery in 2012 to meet local demand and later scale up capacity for exports, a move that is set to radically change the structure of Kenya’s economy.

Uganda will refine 25,000 barrels per day (bpd) to meet its local consumption and later refine up to 200,000 bpd targeting the export markets of Kenya, Rwanda, Burundi and DRC, which are served from the Kenyan market.
This will hurt the earnings outlook of a host of Kenyan institutions such as oil marketers, transporters, Kenya Pipeline Corporation (KPC), Kenya Petroleum Refinery Ltd and the government, which will lose billions of shillings in oil taxes.Read More

Ethiopia Imprisons Christian Accused of Defacing Quran

NAIROBI, Kenya (Compass Direct News) – A Christian in Ethiopia’s southern town of Moyale who languished in jail for more than three months after he was accused of desecrating the Quran has been sentenced to three years of prison, church leaders said.


Tamirat Woldegorgis, a member of the Full Gospel Church in his early 30s, was arrested in early August after a Muslim co-worker in the clothes-making business the two operated out of a rented home discovered Woldegorgis had inscribed “Jesus is Lord” on some cloth, area Christians said. His business partner later accused him of writing “Jesus is Lord” in a copy of the Quran, although no evidence of that ever surfaced.

Woldegorgis was sentenced on Nov. 18 for allegedly defacing the Quran and was subsequently transferred to Jijiga prison, a source said. Jijiga is the capital of Ethiopia’s Somali Region Zone Five, which is governed by Islamic principles, and his transfer there – after a period in which his whereabouts were unknown – puts his life in greater danger, a church leader said.Read More

Heavy firefight kills nine civilians in Mogadishu

MOGADISHU — A heavy firefight between African Union forces protecting Somalia's fragile government and Islamist rebels killed at least nine civilians in Mogadishu Tuesday, medical sources and witnesses said.

Witnesses said many of the civilians were killed in Bakara market in southern Mogadishu which was struck by mortars fired by the AU forces.
"Our medical team has collected around nine civilians who were killed in the shelling in Bakara market and neighborhoods in northern Mogadishu?s Karan district. They also reported 21 injured civilians," said Ali Muse, the head of Mogadishu's ambulance service.Read More

UNITED NATIONS, Nov 30 (Reuters) - U.N. Security Council members support the idea of increasing the African Union's peacekeeping mission in Somalia to help support the country's fragile government, Britain's U.N. envoy said on Tuesday.
The AU mission in Somalia, known as AMISOM, would like to increase its upper limit of 8,000 troops to 12,000, provided it receives a green light and financial and military aid from the 15-nation Security Council.
British Ambassador Mark Lyall Grant said no council member had raised any objections to the idea of raising the limit on the number of AMISOM troops during a closed-door meeting.Read More

Uganda president makes historic visit to Somali capital

MOGADISHU — Ugandan President Yoweri Museveni on Sunday made a surprise visit to the Somali capital Mogadishu, becoming the first foreign head of state to set foot there in almost 20 years, officials said.
Museveni spent several hours in Mogadishu, arriving in the morning and leaving in the afternoon, officials with the African Union force AMISOM said.
The veteran Ugandan leader was accompanied by a group of army officers and visited Ugandan troops, who form the bulk of the 7,500-strong peacekeeping force.
Museveni met with Somali President Sharif Sheikh Ahmed, new Prime Minister Mohamed Abdullahi Mohamed and other officials, AMISON officials said.
Somalia is widely seen as one of the world's most dangerous countries and is almost entirely in the hands of Islamist insurgents fighting to overthrow the UN-backed transitional government. The insurgents also control most of the capital itself.Read More

Somalia: TFG says ‘Aid agencies give charities to the insurgent’

The general secretary of the Mogadishu administration of the Transitional Federal Government, Abdikafi Hilowle Osman accused Somali’s Aid agencies for supporting the hard-lines in war-torn country, Radio Garowe Reports.


Mr. Hilowle blamed Muslim Aid, ICRC, Islamic Relief, NRC and DRC assisting the insurgent group instead of the civilians.

Does Awdal Community Ever Learn?

Following the appointment of seven “Somaliland envoys” (all from the same clan as has recently become a pattern for Silanyo’s government), communities from Awdal must have by now learned their lessons through the hard way, unless they are living in a fantasy world. I bet they are. Those in Awdal who are still in doubt about the direction to which Ahmed Silanyo’s government is heading should take a pause for a moment and consider what the future holds for them. Like it or not, Somaliland is for one clan. Despite the entire furor surrounding the formation of the earlier government that was exclusively made up of one clan, the SNM men on the driving seat of this one-clan administration in Hargeisa are not in the mood of heeding to anybody’s advice or protestation. End of the story. Cidna loo joojin maayo.

The public fallout between the minister of interior, Mohamed Abdi Gabboose and Awdal elders earlier last month in Rays hotel, Borama, seems now a distant memory. The minister’s pledge that President Ahmed Silanyo will address the situation as “a matter of urgency” has turned out to be an empty gesture. Everything has been swept under the carpet. Perhaps in the eyes of Hargeisa administration there are more important and pressing issues that need to be attended in the eastern parts of “Somaliland”, Sool to be precise. Awdal is now treated by Hargeisa-based authorities as a colonial outpost. The very mention of a planned demonstration against the government in Awdal usually brings about a few “armored technicals” being sent out to Borama. This is going to become a norm in the future. If you cannot support your words with actions, nobody could give a toss about what you may or may not do. This is exactly the case in Awdal communities and their elders. General Xudhuun has gone despite Awdal elders and their constituents making furious statements one after another that nobody could take him away from Awdal. Empty talks, isn’t it?

East African Nations Urge Deployment of More Troops in Somalia

The Intergovernmental Authority on Development, which groups six East African nations, expressed “deep concern” that the United Nations Security Council hasn’t responded to its request for more peacekeepers in Somalia.
The forces are required to impose a naval blockade and a no-fly zone in Somalia to “prevent the entry of foreign elements,” the Djibouti-based organization said in a statement after a summit of the region’s leader in Ethiopia today. The group wants an African Union deployment increased to 20,000 soldiers from about 8,000 now.

SOMALIA: What use is AMISOM? [Opinion]

“What use is AMISOM” is what is often heard not by Somalis that have been allegedly shelled by its peacekeepers but by UN diplomats at OCHA, UNSOA, UNPOS and Arab embassies here in Nairobi. The 7000 plus peacekeeping force with its civilian staff have been in Somalia for almost four year now and have hardly achieved anything real results. While not achieving results in Somalia is nothing new when one looks at the history of UNDP and UNPOS, AMISOM’s failure to date has been due its leadership and its inability to strengthen talent and recruit qualified staff. This is a typical African failure. Given that AMISOM is Africa’s first peacekeeping mission one would expect the AU to take the issue of Somalia with sincerity and seriousness rather than send second class diplomats to work on an issue that seen thousands of innocent Somalis die at the hands of warlords, terrorists and peacekeepers.Read More

Al-Shabab blamed for Somalia ravages

Somalia's foreign minister has held al-Shabab and Hizbul Islam fighters responsible for the rampant bloodshed in the war-ravaged Horn of Africa country.


“These two militant groups have on occasions refused to accept the proposed peace talks in order to restore comprehensive peace and stability across the country.

“They go on with their militant attacks which have left Somalia in a complete shambles and claimed many civilian lives,” a Press TV correspondent in Mogadishu quoted Mohamed Abdullahi Omar as saying at the presidential palace on Thursday. Read More

Somali Islamists shut down two radio stations in central region

The administration of the moderate Islamists of Ahlu Sunna Wal Jama'a has shut down two radio stations in the Cabuud Waaq District of Galguduud Region, central Somalia.

Reports reaching us from Cabuud Waaq District say that fighters loyal to Ahlu Sunna Wal Jama'a closed down the two privately-owned local radio stations known as Radio Cabuud Waaq and Radio Badbaado.

Radio Cabuud Waaq Director Abdikarin Bulhan told Radio Gaalkacyo that heavily-armed militia loyal to Ahlu Sunna Wal Jama'a on three armoured vehicle raided the radio, entered the studios and put the station off air. The reason behind the closure remains unclear.Read More

Somali premier appoints state and deputy ministers

The Somali Prime Minister, Muhammad Abdullahi Muhammad has issued a letter in which he has appointed ministers of state and deputy ministers.

The premier has appointed nine ministers of state and 18 deputy ministers.

Their names are as follows:

2-Abdikadir Moalim Nur Muhammad - Minister of state in president's office.

Many killed in Somalia fighting

At least 21 people have been killed in the Somali capital of Mogadishu after fighters from an armed group clashed with African Union troops.
Scores more people were injured in the battles, which included artillery shelling and gunfire, on Wednesday, Ali Muse, an ambulance service chief, said.
Witnesses said that African Union (AU) troops shelled the area of Bakara market, the city's largest market, following an attack on one of their convoys.
"The medical teams got an emergency alert and they rushed to Bakara market where they have collected around 16 dead bodies of civilians who were killed in the shelling," Muse said.Read More

17 dead, 45 injured in Somalia fighting

At least 17 people died and 45 others were injured in the Somali capital Mogadishu Wednesday during fighting between Islamist insurgents and African Union (AU) peacekeepers. Heavy shelling and exchanges of fire followed an insurgent attack on an AU peacekeeping base, killing civilians, according to eye witnesses and officials.
"We have collected 17 dead bodies and 45 other wounded civilians," Ali Muse Sheikh, the head of Mogadishu's ambulance service, told DPA.

Kibaki calls for peace efforts in Sudan, Somalia

NAIROBI, Kenya, Nov 18 - President Mwai Kibaki has urged the international community to help the conflict-ravaged Sudan and Somalia to implement peace deals, in order to restore stability in a region that has been blighted by conflict for decades.

The Head of State, who spoke at the opening of the Global Peace forum in Nairobi, pointed out the need for the international community to support IGAD's efforts towards addressing security concerns in Somalia and to ensure Sudan's peace program is fully implemented.

He said international backing was also vital for Somalia's transitional government, which has failed to exert control over the warlord-infested country.

He observed that over the years, Kenya has been actively engaged in the settlement of disputes involving its neighbours through negotiations, reconciliation and arbitration. Read More

General: More troops need African language skills

The Pentagon needs more troops trained in the cultures and languages of Africa in order to better confront the increasing terror threat from the continent, a top general said Thursday.
Army Gen. Carter Ham, who has been nominated to head U.S. Africa Command, told a Senate committee that the threat of terror from Somalia and other areas of East Africa is one of the command's greatest challenges.
And he said that while a number of Special Operations forces are trained in African languages and cultures, the military is not moving fast enough to provide similar training to other troops.Read More

Somalia: Somaliland's intelligence chief resigns over 'dispute'

The intelligence chief in Somalia's separatist region of Somaliland stepped down from his post on Saturday, presenting a new challenge for newly elected Somaliland President Ahmed Mohamed Silanyo's administration,  Radio Garowe reports.
Some reports have revealed that Mr. Hussein Hassan Guleid (Kenyati) had an undisclosed "dispute" with President Silanyo over finances.

Tanzanian President Jakaya Mrisho Kikwete has named his choice for premier - and legislators are in favour of the candidate.
Dodoma - Tanzanian legislators on Tuesday approved President Jakaya Kikwete's nomination of Mizengo Pinda as the country's next prime minister.
Pinda, 62, was re-appointed to the position in which he has served since February 2008 following the resignation of Edward Lowassa over a graft scandal.
Pinda pledged to eradicate poverty in this vast East African state which is among the world's least developed nations.
“We will have sustainable development by lifting millions of farmers in Tanzania out of poverty,” Pinda said in his acceptance speech.
He will be sworn in on Thursday and Kikwete will announce his cabinet later.

IMF gives Ethiopia $62.7 mln, final tranche of package

ADDIS ABABA (Reuters) - The International Monetary Fund (IMF) will give Ethiopia $62.7 million from its Exogenous Shock Facility, the final tranche of a $240.2 million package.
The lender said in a statement late on Monday that Ethiopia had successfully implemented good macroeconomic policies, such as bringing soaring inflation down and building international reserves to about 2.1 months of import cover.
"Inflation has continued to decline, reflecting monetary restraint and aided by favorable weather conditions," the IMF said in the statement on its website.
"The mild impact of the global recession on the Ethiopian economy has allowed for better performance on the external targets."Read More

NEW YORK (JTA) -- The decision this week by Israel’s Cabinet to bring as many as 8,000 additional Ethiopians to Israel over the next four years and then close the door on mass Ethiopian aliyah has a familiar ring to it.
That’s because it has happened several times before.
In 1991, 1998 and 2008, Israel declared an end to mass Ethiopian immigration, only to reopen the gates after intense lobbying and pressure by advocates for Ethiopian aliyah.

Why UPDF should hand power to Somalia’s pirates and crooks

I am in Bujumbura attending a conference on, of all places, Somalia. On reflection, however, that should not be a surprise seeing that Burundi and Uganda are the two countries that lived up to their commitment to contribute troops for the African Union peacekeeping force in troubled Somalia.
I didn’t realise how much a sacrifice Burundi had made in Somalia until I got here. Unlike Uganda, or for that matter President Museveni, which has geopolitical interests in the Horn of Africa conflict and whose regime will gain quite some political capital from it all, Burundi really doesn’t have obvious ones.
Also, this is a country that has barely started recovery from years of war (its streets are cleaner and roads less potholed than Kampala’s though), and has a much smaller population than Uganda. It was, therefore, touching to see Somali leaders getting tearful talking about Uganda and Burundi’s peacekeeping efforts.

• Somali pirates were responsible for 44% of the 289 piracy incidents on the world's seas in the first nine months of 2010, according to the International Chamber of Commerce's International Maritime Bureau (IMB).
• Of 39 ship hijackings, 35 were carried out by Somali pirates.
• There is evidence that Somali pirates are gaining in confidence, carrying out more attacks away from their own coast. According to the IMB, pirates are using oceangoing fishing vessels to reach as far as the southern Red Sea, where they hijacked a chemical tanker in July 2010 – the first such hijacking recorded in the area. Pirates are heavily armed with automatic weapons and rocket-propelled grenades, the IMB says.

British-based Maplecroft, which advises global businesses, ranked 196 countries in terrorism categories from extreme risk to low risk.
Maplecroft puts Somalia at the top of its list, followed by Pakistan, Iraq, Afghanistan, and the Palestinian territories.
Maplecroft says Somalia experienced 556 terrorist attacks between June 2009 and June 2010, killing 1,437 people. Ethiopia releases more detained Ogaden rebels

(ADDIS ABABA) - The Ethiopian government has released an undisclosed numbers of Ogaden rebels, according the Somali state in the east of the country.
The Ogaden National Liberation Front (ONLF), the country’s most active rebel movement, has been fighting for the right to for the Somali region of Ethiopia to secede since 1984.

Somali state President, Aro Abdi Mohamod Oumer told journalists that the detained members of the rebel group were freed on Wednesday in accordance with lasts month’s peace deal with a breakaway faction of the ONLF.

In a bold move that reveals his strong political will and willingness to affect change, the new Somali prime minister has appointed 18 ministers to his cabinet. The appointees are predominantly competent technocrats with a few selected on the basis of political and tribal considerations - making the cabinet the strongest Somalia has ever had.
Through this initiative, Mohamed Abdullahi Mohamed "Farmajo", the Somali-American prime minister, is taking the international community to task, while offering up an excellent opportunity, upon which Somalis and the international community must capitalise.
The new cabinet must get to work as soon as possible and put together a comprehensive strategic and operational plan. For the remaining ten months of the government's mandate - politically a long time indeed - it should focus on addressing the challenges of security, governance and controlling corruption.

Ugandan offer for Somalia aid unmet

Ugandan President Yoweri Museveni last month pledged to send as many as 20,000 troops to help rid Somalia of an al Qaeda-linked terrorist group and augment the 6,000 African peacekeepers already stationed there, if a richer nation would provide funding for logistics and equipment.
The offer won him plaudits in the international community, not least of all from the Obama administration, which had been struggling to find partners to help stabilize the war-ravaged hotbed of Somalia and combat al-Shabab, the Islamist militant group responsible for killing more than 70 people in two suicide bombings in Kampala in July.
But in the time since, neither the U.S. nor any of its allies has agreed to foot the bill, allowing al-Shabab to continue to wreak terror in Somalia's capital, Mogadishu, and strengthen its grip in the south and central parts of the country while plotting fresh attacks abroad.   Read More
MOGADISHU, NOV 12 (Reuters) - Somalia's prime minister unveiled his cabinet on Friday as he sought to tackle insecurity in the virtually lawless country, but some lawmakers said the new ministers might not be approved by parliament.

Left with less than a year before its mandate runs out, Somalia's transitional federal government is struggling to oust hardline Islamist al Shabaab and Hisbul Islam insurgents who control most of southern Somalia and much of the capital Mogadishu.
The government's control extends only to less than half of mortar-pocked Mogadishu and it relies on help from African Union (AU) peacekeepers for its survival.
"It is my honour to appoint the cabinet ministers that were expected from me," Prime Minister Mohamed Abdullahi Mohamed told reporters on Friday after announcing his cabinet.
It includes Finance and Treasury Minister Hussein Abdi Halane, one of two ministers retained from the previous cabinet.
But legislator Ismail Ahmed said the cabinet was unlikely to be approved as several members of the 18-strong cabinet were based outside Somalia.Read More

Somali PM unveils leaner cabinet

MOGADISHU — Somalia's newly appointed prime minister, Mohamed Abdullahi Mohamed, on Friday unveiled an 18-minister cabinet line-up drastically downsized from the previous 39-strong government.


"The Somali people and the international community were waiting for a competent and credible Somali cabinet, and I am happy to appoint this lean but capable cabinet," he said in a statement.

Only two members of the Western-backed transitional federal government (TFG), which collapsed following a dispute between then premier Omar Abdirashid Sharmarke and President Sharif Sheikh Ahmed, kept their jobs.

News-worthy.info — After executing two teenage girls alleged for spying last month, the Islamic militants al-Shabaab again killed an old woman and wounded another in the town of Beledweyne, central Somalia.


The old woman, Dhuubo Garweyne, 70 years old, seemed to be arbitrarily chosen, was shot and killed by two teenage-fighters of al-Shabaab.

According to the witnesses, the two militants ordered the woman to perform the Dzuhur prayer while it was not the regular time for the prayer. As she refused, one of the militants began to beat her using a stick.

Ethiopian rebel leader calls for united front against government

November 9, 2010 (LONDON) – The Oromo Liberation Front (OLF) leadership has called for collective opposition to stop to what it termed it as “one man rule” of the Ethiopian government led by Meles Zenawi.


Speaking at a workshop organized by the Solidarity Movement for a New Ethiopia (SMNE), in London, the head of OLF Diplomacy in Europe Shigux Geleta, has reaffirmed his organization’s commitment for partnership with other opposition groups.

Ethiopia rebels say killed 267 soldiers, govt denies

ADDIS ABABA (Reuters) - An Ethiopian rebel group said on Tuesday it had killed 267 soldiers since the beginning of October, in its first such claim since the government signed a peace deal with one its factions last month.

WASHINGTON - The Obama administration put Somali shipments on the no-fly list Monday, declaring the war-torn country's militants a direct threat to the U.S. homeland.
"The ban on air cargo from Yemen will continue and has been extended to all air cargo from Somalia as well," Homeland Security Secretary Janet Napolitano said.
Napolitano said toner cartridges over 1 pound won't be allowed to be shipped, either, because Yemen's Al Qaeda in the Arabian Peninsula tried to conceal a PETN bomb in some last week to blow up cargo planes.

Somaliland Accused Of Aiding malitia fighting against Puntland

Garowe, Puntland, Somalia (AHN) - Somalia’s semi-autonomous state of Puntland on Monday accused its neighbor, the breakaway republic of Somaliland, of helping Islamic militias fighting against Puntland during the last few months.


Sa’id Hassan Shire, Puntland’s minister of livestock has, for the time, charged that the Somaliland security forces directly helped and took part in recent combat between Puntland and Islamic militants in the mountainous Galgala village just outside of Puntland’s commercial town of Bosaso.

“Terrorist militant militias who have links with Somalia’s Al Shabaab and Somaliland forces were in cahoots during our anti-terror raid in the mountains of Galgala village,” Shire told reporters during a press conference held in Garowe, the capital of Puntland. Somali militants cross border, kill community leader inside Kenya as refugee issue flares

NAIROBI, Kenya — Three gunmen from Somalia crossed the Kenyan border and killed a community organizer working with Somali refugees, officials said Monday, a cross-border incursion that underscores the threat militants pose to Kenya.


The victim, Ibrahim Mohamed, had reportedly been encouraging Somali asylum seekers not to return to Somalia, and based on that he became a target, said Emmanuel Nyabera, a spokesman for the U.N. refugee agency UNHCR.
"We can confirm he was one of the refugees we were working very closely with," Nyabera said.

Uganda: Nation Hangs on In Somalia

Uganda House, the 14-story building that Idi Amin purchased in 1975 right across from the home of the United Nations, stands shoulder to shoulder with the flashy new New York quarters of the US State Department. This October, the distance between the two countries, admittedly strange bedfellows, for one is a rich superpower and the other a developing country, was narrowed a little further.

For the greater part of the last two years, Uganda has been a non-permanent member of the UN Security Council where America is top honcho. In October, for the second time in its membership, Uganda was the chair of the council - in theory the world's most powerful body.


As is often the case in unequal relationships, Uganda has been serving as a willing surrogate for a variety of US security intentions in Somalia, the Horn and South Sudan. It's not an easy job. And as transpired on the Security Council this month, getting paid for it is no walkover either.Read More

(CNN) -- Somali pirates have released two vessels they've held for several months, appparently after ransoms were paid, officials and news agencies reported Saturday.


On June 28, pirates hijacked the MV Golden Blessing, with 19 Chinese sailors onboard. They took control of the vessel, which flew under the Singapore flag, about 60 nautical miles off the northern coast of Somalia.

You're in a sinking life-boat, surrounded by sharks. What do you do? In Somalia, the answer seems to be "don't paddle - just haggle".
